Academy: Foundations of Public Service

This course helps public servants understand how government institutions are structured, how authority and responsibilities are organized, and how legal and regulatory frameworks guide public administration. It introduces learners to ministries, agencies, authorities, departments, public bodies, institutional mandates, reporting lines, coordination mechanisms, laws, regulations, policies, procedures, and compliance responsibilities.

The course is practical and non-political. It does not aim to make learners legal experts. Instead, it builds institutional, legal, and regulatory awareness so public servants can work responsibly, follow proper channels, respect authority boundaries, support lawful service delivery, and coordinate effectively across government structures.

This module introduces Roles, Authority and Institutional Coordination within Government Structures, Legal & Regulatory Frameworks. Help learners understand how roles, authority, delegation, reporting lines, coordination, and decision-making operate within and across government institutions. Learners explore Roles and Responsibilities in Public Institutions, Authority, Delegation and Approval Levels, Reporting Lines, Escalation and Accountability, and Coordination Across Departments and Entities.

Legal and Regulatory Frameworks in Public Service
This module introduces Legal and Regulatory Frameworks in Public Service within Government Structures, Legal & Regulatory Frameworks. Introduce learners to the legal and regulatory foundations that guide public administration, government service delivery, institutional authority, compliance, fairness, and accountability. Learners explore Why Legal and Regulatory Frameworks Matter, Laws, Regulations, Policies, Procedures and Guidelines, Rule of Law and Public Service Responsibility, and Legal Awareness for Non-Legal Professionals.
